Overview

D. Hara Sherman, an Associate, works with financial institutions, developers and city agencies on public-private real estate development and finance, often involving government subsidies and tax credits.  Prior to joining the firm, Hara served as Clerk to Judge Barrington D. Parker of the United States Court of Appeals for the Second Circuit.

Representative Experience

  • Represented major financial institution in participation in public-private loan facility, funded in part through the federal Neighborhood Stabilization Program.
  • Provided Community Reinvestment Act guidance to fund in connection with its offering of shares in a geothermal center designed to deliver energy to a city through a power purchase agreement.
  • Represented regulated utility in formation of commercial condominiums and sale/leasebacks of condominium units.
  • Counseled developers and investors in Low Income Housing Tax Credit transactions, including secondary market acquisitions.  
  • Represented joint venture developer in acquisition of city-owned property for a mixed-use, mixed-income development financed with New Markets Tax Credits and Historic Tax Credits.
  • Advised community development corporations (CDCs) and joint-ventures with CDC members in acquisitions and sales of residential and commercial properties in underserved areas, often involving public subsidies such as Community Development Block Grants.
