Developers, real estate investors, contractors, architects and design-builders rely on Peter Bilowz’s counsel to negotiate construction, design and other development-related agreements for commercial and residential real estate projects and to assist them in resolving difficult construction disputes, including through mediation and arbitration. Peter also has over two decades of experience in helping companies in distress, creditors and lenders navigate bankruptcy and other insolvency proceedings in state and federal courts.
Peter’s construction practice primarily centers on representing real estate developers, investors and property owners. He drafts, negotiates and enforces complex American Institute of Architects (AIA) contracts and bespoke agreements for the design and construction of multi-family, student housing, retail, hotel, office, mixed-use, industrial, science and medical properties throughout the country.
In his restructuring practice, Peter advises Chapter 11 debtors, trustees, creditors’ committees, secured and unsecured creditors in bankruptcy proceedings, assignments for the benefit of creditors, receiverships and distressed asset sales. Some of his construction practice naturally intersects with his restructuring practice, such as in cases of an insolvent tenant whose improvement work is incomplete and unpaid or of an insolvent contractor.

A Champion for Pro Bono
A believer that all people deserve equal access to justice, Peter gives generously of his time in coordinating Goulston & Storrs’ Lawyers Clearinghouse Legal Clinic program. Peter organizes three annual legal services clinics, where he ensures that people experiencing homelessness or housing insecurity and other low-income individuals receive the legal assistance they need.
In this long-time leadership position, he oversees all aspects of allocating pro bono matters from this program to the firm’s attorneys. He assigns and advises on multiple cases annually, on pressing topics ranging from housing (eviction and benefits), social security and other benefits.
Peter has also donated his time with the Volunteer Lawyers Project where he has advised individuals with respect to debt collection and bankruptcy. Peter has also participated in IRAP (the International Refugee Asylum Project), where he aided Afghanistan translators and their families seek asylum through the United States’ special immigration visa program.
